Charged Music Discs

Charged creepers now drop charged music discs when killed by skeletons. When inserted into a jukebox by a player, a charged music disc will start a thunderstorm. In multiplayer, the percentage of players that need to do this is determined by the sleeping percentage gamerule, so it defaults to 100%.
