1:1 Nether

This datapack makes the nether coordinates 1:1 with the overworld. Encourage using the overworld to travel! It overrides the default `the_nether` dimension with one that is exactly the same, but with the coordinates scaled 1:1 with the overworld.

I haven't tested it with any other datapacks. I suspect it works on versions earlier than this one, but I haven't tested.
