Cobalt Material Mod

Adds Cobalt as a material to the game. Tools and Armour can be created. The full Armour set gives Swiftness I infinitely when worn. Hope you enjoy the mod! Compatibility with other mods is not guaranteed at the moment, but as long as the exact Fabric API version this mod requires is used, there should be no issues!
