Ruined Portal Only (Neoforge)

Ruined portal only - nether portal lighting is disabled except at ruined portal structure sites. This applies both in the overworld and in the nether. Don't break the return portal generated for you by the game, you will not be able to go back!

Heavily inspired by https://modrinth.com/mod/nether-portal-nerf. But for Neoforge 1.21.
