Scriptor Debug Mode

This is a utility datapack for Scriptor 1.1.0+ which enables debug mode. When this is enabled, all words will generate as their key, meaning spells will look like `subject:touch action:slow` and such. Word order is still generated per-world, you can check it using `/dump_dictionary`.

This is not meant for general gameplay, this is for builds and testing. But I mean, I can't stop you.
